The hazzards of not mobilizing a Nation-Undeclared Wars

There are things that Ron Pauls says about foreign policy that I disagree with and understand why people couldn't support him in the Primaries, but he is still a minority voice that was so right about the "War on terror" where most Republican leaders have been discredited.   What he says from 1:04 onward is not being said by the Republican or Democrat party leaders and needs to be said.

Since we have seen how poorly America has dealt with undeclared wars in the 20th Century, should we not allow Presidents to mobilize our Armies against any Nation unless a Declaration of War is enacted.
