Funny, I was thinking about this subject after watching the Colony on Discovery.  I suppose the question is cost vs. possibility.  I think everyone should have enough food and water to last at least one week.  This covers most nature events as well as localized civil unrest.  Beyond that, I'm not sure the cost is worth it.
